Paul wrote Romans when Rome was the capital of the Roman empire. The church had been established for some time. It's establishment is unknown but is likely a result of those Christians who returned from Jerusalem following the establishment of the church in Acts 2. The faith of the church in Rome was well-known throughout the brotherhood.

Romans 11:1-7 Paul was a bond servant of Jesus, he recognized his responsibility to serve Christ.

When we look at the relationships of Paul's life we can see the need to be a servant to Christ, to our fellow man. We have a duty to man, an obligation to be ready to share the gospel of Christ with others.  We must be servants and minister to others bearing our duty to be ready to serve.
